As reported in the Irish Times
A rise in the number of sexual assaults has led the Dublin Rape Crisis Centre (DRCC) to expand its counselling services to Tallaght.
The DRCC says the number of people accompanied by its volunteers to the Sexual Assault Treatment Unit at the Rotunda hospital doubled between 2001 and 2006.
"For a long time the DRCC has been aware that a service was needed to respond to the needs of west Dublin, Wicklow and parts of Kildare," the centre said.
The Tallaght service, which is support by Tallaght hospital, will be manned by two therapists, and appointments can be made through a 24-hour helpline on 1800 778888.

Pedestrian Bridge at Tallaght Village to open 2nd November
The Pedestrian Bridge which has been constructed over the N81 (Tallaght Bypass) at Priors Gate is due to open on Friday, 2nd November, 2007, according to information received by local Councillor, Joe Neville (FF).
In a reply to a query from Cllr Neville, an official of South Dublin County Council's Roads (Traffic and Transportation) department outlined the key dates in the construction of the bridge, which replaced an earlier structure which proved prone to bridge strikes from high vehicles.
· Bridge structure complete by Thursday, 25th October
· Waterproofing works (Starting from Priors Gate) to commence from Wednesday, 24th October (this work is weather dependent)
· Bridge available to be open to the Public from Friday, 2nd November
· Removal of temporary bridge to commence from Monday 5th November
The construction of the brudge caused controversy when residents complained that the temporary steel replacement was inaccessible to the elderly and the disabled.

Christmas 2007 in aid National Childrens Hospital Tallaght
Corporate Christmas Campaign
Christmas is a very special time, especially for young children. Supporting our Christmas Campaign means you will be helping sick children get better, not just at Christmas, but all year round.
This year we have a number of options for you:
Packs of Cards Individual packs available for purchase. Each pack contains 10 cards (5 different designs), these are available at €7.50 per pack (p&p is additional at cost). To place an order simply call us or email info@thenationalchildrenshospital.ie.
Corporate Christmas E-Card
We had a huge number of requests from companies last year looking for an alternative to the Christmas Card and so this year we are launching an E-Card. This card can be sent to all your clients, suppliers and staff, wishing them a Happy Christmas and letting them know that you have made a donation to The National Children's Hospital, Tallaght. You will also get a message to put up on your website.
This option means you can continue to send Christmas Greetings in a more cost effective manner and one that is environmentally friendly too!
Corporate Christmas Gift
We know that companies send Gifts and so this year we have something a bit different for you to send. Instead of sending a typical Christmas Gift make a donation to the hospital and we will send out a Christmas Tree Decorative Bauble to your clients, letting them know that you have made a donation to us.
Christmas Wrapping Stickers
Maybe you still need to send out gifts, well why not look at wrapping them for the Hospital? We are selling stickers this year to say that you chose to wrap your gift in aid of the hospital.
Full detail, prices and images will be up on this page shortly, drop us an email if you would like more information. info@thenationalchildrenshospital.ie

Expert stunned by scale of Cocaine problem: Indo
From the Irish Independent:
Expert 'stunned' by huge scale of problem
Monday September 03 2007
The clinical director of the Rutland Centre says he is "stunned at the severe escalation in the use of cocaine".
Stephen Rowen, from the residential clinic in Templeogue, South Dublin, specialising in addiction, said, "It is no longer news to say that we have a problem in Ireland -- but it is news to realise just how much of a problem we have. Heroin is a severe problem, but it seems to have plateaued. But with cocaine it just seems to keep getting bigger and bigger.
"I can only say that, of the 250 residents we see in a year, more and more people are coming in and reporting their high-level cocaine use. More than ever before.
"I don't know why, although there are theories out there. Too much money, too much alienation, increased urbanisation. A lack of attachment to any local community or family.
"Affordability is a big factor. The cost dropped by about 40pc between 1985 and 1999, but production has gone up."
He said that there is a definite hierarchy, with cocaine users looking down on the heroin users, meaning it is difficult for many to admit they have a problem at all.
"They see cocaine as a party drug, a fun thing, a cool thing."
He argues that this is the key factor in the demand for cocaine -- its acceptance in "polite" society.

Fianna Fáil have an excellent list of candidates, grouped by constituencies and with clear photographs of the candidates on their Website at http://www.fiannafail.ie/candidates.phpx The visitor can search by constituency by text link or simply browse through the list. Further information on a candidate can be viewed by clicking on a "More" link.
Fine Gael's system is not dissimilar. Under "General Election Candidates" the party displays both a text list of constituencies and an image map of Ireland, divided into constituencies. However, the visitor has to click on each short-list candidate to view a photo and the candidate's bio, making the process slightly longer than on the FF site.
The Labour Party's presentation shows a text list of 204 people, both sitting Councilors and General Election Candidates. One has to scroll through the list, which goes onto several pages, to view the candidates and the list is not very user friendly in this respect. There is no single list of General Election candidates. But, on clicking on a candidate's name, one may also be taken to an option to view a You Tube video of the candidate in action at the Labour Party Conference 2007. Assuming, of course, the candidate spoke at the conference.
Sinn Féin's presentation of candidates is very straighforward and easy to find on its home page. Its list shows a photo of each candidate, the constituency and a short bio, together with a "View More" link.
The Progressive Democrats have no obvious link on their Home Page to the list of candidates. (There is a "Focus on..." link at the foot of the menu showing a random candidate, but this is not an obvious way into the list). One must visit any other page by using the selection of links across the head of the page before seeing a menu with "Our Election Candidates" on it. The PDs' list shows a photo, the name of the candidate and the name of the constituency. One must click on the candidate's name to view the bio. However, there is quite a good news archive accompanying each bio.
On the Green Party's website, there is a prominent "Election '07" link, which, like Labour, leads to a text list without any photos. It is, however, a much shorter list to navigate. One must click on the candidates name to view a photo and contact- and biographical-details.
The Workers Party website wasn't functioning when I tried to visit it.

Reminder to General Election Candidates Regarding Siting of Posters
With the General Election imminent, the Road Safety Authority (RSA) is reminding candidates and their election workers of the need to take care when positioning election posters.
Election posters should not be placed in a manner which obscures road signs, particularly those that relate to safety. These would include speed limit, junction warning and road works signs as well as those giving directions.
It is an offence to erect any sign or notice that makes a traffic sign less visible to road users (Road Traffic Act 1961, Section 95, Subsection 14)
“The signage on our roads, whether put there by the National Roads Authority, Local Authorities or the Gardaí or construction and road repair teams, are there to help motorists stay safe,” explained Noel Brett, Chief Executive, RSA. “So it is vital that no action is taken that either obscures them or distracts road users from their content.”
Local Authorities are advised under the Traffic Signs Manual from the Department of Transport that steps should be taken to deal with obstructions to the clear visibility of signs.

Thomas Davis granted Rovers Stadium judicial review
Thomas Davis granted judicial review in Tallaght case
March 30, 2007
Irish Soccer website
Dublin GAA club Thomas Davis has been granted a judicial review to challenge the development of the proposed Tallaght Stadium as a soccer-only stadium at the High Court on Friday morning.
Thomas Davis had protested against the decision of Sports Minister John O’Donoghue and South Dublin County Council to construct the stadium as a home for eircom League club Shamrock Rovers. The restricted dimensions of the playing surface at the stadium are not amenable to Gaelic games – but Justice Iarfhlaith O’Neill decreed on Friday morning that the club deserved a judicial review of the stadium process. Another hearing will take place on April 20th to decide upon the timeframe for the judicial review. The only certainty at this stage is that work on the new stadium will once more be delayed, with apparently no end to the dispute in sight.
And a timetable of events from the Irish Independent website:
Feb 1997: South Dublin County Council (SDCC) assigns 13 acres, later increased to 18 acres, in Tallaght to Shamrock Rovers to enable the club build a stadium.
Oct 2000: Works finally begins after planning delays. Over next 12 months works to value of €3.6m undertaken.
Nov 2001: Work grinds to a halt. Contractor owed substantial debts. No work carried out since then.
2003: Thomas Davis GAA club and SDCC negotiate a non-binding agreement with Shamrock Rovers to jointly develop the stadium. This eventually collapses.
2004: Due to lack of progress SDCC refuses to extend planning and repossesses site with view to completing project as a municipal stadium. Cost put at €17.5m.
2005: Thomas Davis and Dublin County Board seek to be accommodated given that the stadium is being financed totally by Government funds. Local councilors unanimously back this proposal, supported also by Shamrock Rovers.
Feb 2006: Minister O'Doboghue writes to SDCC to insist funding will only be available for a soccer facility. Local council reverses original decision.
March 2007: Thomas Davis take High Court action seeking permission to appeal SDCC decision.

Rabbitte criticises decision to close Cherry Orchard Rail Station
The Leader of the Labour Party, Pat Rabbitte TD, has criticised plans to close the Cherry Orchard rail station in Ballyfermot and has urged the Minister for Transport and the Dublin Transport Office (DTO) to review the plan which he said would seriously inconvenience commuters from the Ballyfermot area.
"The Kildare Route project, which involves upgrading the line from Heuston Station, is designed to enhance rail services between the city centre and the suburbs. However, it seems extraordinary that Ballyfermot is going to be the only area to actually lose a station as a result of this development.
"Ballyfermot is one of the biggest suburbs in Dublin. It has high public transport dependency levels and a poor bus service. Already an old platform/station has been ripped out at Sarsfield Road and now it is proposed to close down the station at Cherry Orchard.
"The proposed new station at Park West will not be adequate to meet the needs of people from Ballyfermot who wish to travel by train.
"I am now calling for a review of this decision. If the Cherry Orchard station is closed it is unlikely that an opportunity to re-open it will arise for many years."

Public Meeting to Save Tallaght Hospital: Labour
The Dublin South West Labour Party has organised a public meeting to highlight public fears as to the future of children’s healthcare in Tallaght Hospital. The meeting will take place: 8pm, Monday March 26 Plaza Hotel, Tallaght.
Labour Leader Pat Rabbitte TD said: “For as long as the Government decision of last summer stands, the only future facing Tallaght Children’s Hospital is ‘death by a thousand cuts,’ to quote Prof Ian Graham, Vice Chairman of Tallaght Hospital.
“When in the Dail on February 27 I asked the Taoiseach if there had been any change in the Government’s decision to relocate Crumlin and Tallaght to the Mater site, he replied: ‘The Deputy asked me whether there is a change in the position and I said there is not’.
“No amount of spinning can hide the formal Government decision.
“As the Government scrambles for a face-saving formula to get them past the General Election, the Taoiseach told me in the Dail that ‘there has been no review of the decision of last summer’. This means that the Government is proceeding to build the new hospital on the site of the Mater. This decision involves the relocation of both Tallaght and Crumlin to the North inner city.
“As a result, Tallaght will be left with a casualty station, or Urgent Care Centre, but no beds. It will be little more than a glorified clinic. This centre will care for children only in limited cases and where the length of the stay is less than 24 hours. It will be staffed by consultants and other staff rotating out from the National Children’s Hospital. However consultants say this is unworkable.
“Tallaght will lose its specialised staff and parents will be asked to travel in today’s congested traffic to the northside.
“It is dishonest of Fianna Fail to pretend that the Mater decision can be implemented and that everything remains more or less the same. We need honest answers Government instead of cynical misrepresentation of their own decision. We then need a commonsense solution in the interests of local families.
“This meeting will provide people with an opportunity to express their concerns over the future of health services for their children.”

Firhouse Artist has Exhibition in County Hall
Mayor Eamonn Maloney on behalf of the members of South Dublin Council will officially launch Agespays an exhibition of paintings by Brian Duignan, in County Hall, Tallaght on Thursday 8th March at 7pm.
Brian Duignan, a young artist from Firhouse is in his final year of Fine Art and has been involved in community projects with the Mater Hospital and Firhouse Community College. He has exhibited in several Group exhibitions in Dublin as well as in La Compangie la Perriere, France.
This exhibition Agespays uses an interpretation of the landscape of Brittany France, and with titles like Port de Plaisance, Larmor Plage Triptych,Ville andVie, the French connections are very clear. The artist explores the concept of an abstract landscape by investigating the relationship of horizon lines in the landscape. This plays on the ideas of Verlou, French slang where words are cut in half and reversed, which has influenced this re-evaluation and re-invention of the landscape. This has been achieved mainly through the process of layering paint and embroidery representing line.
The exhibition runs for two weeks from 6th to the 23rd of March

Cllr Joe Neville questions Council on Tallaght items
A summary of recent items from the Joe Neville (FF) emailing list:
Pruning & Planting of Trees
South Dublin County Council will endeavour to deal with the pruning of a large bush reported at an area in Avonmore Park as part of the current Arboricultural Programme of pruning and planting which will be ongoing until March 2007.
It is planned to give particular attention to the matter of tree planting and pruning in the New Bawn / Seskin View area under the 2007/08 Arboricultural Programme. A preliminary assessment of the area has identified a number of suitable sites for tree planting. Some locations where trees have previously been removed and thus perceived as “missing” may not automatically be suitable for replanting primarily for reasons of proximity to public lighting columns or other services or the resident may not wish to have a tree planted.
A more detailed assessment of the tree planting requirement in the area will be undertaken over the coming months and a list of proposed locations for planting will be presented to the Tallaght Area Committee as part of the 2007/08 Arboricultural Programme in the autumn.
Extensive replacement tree planting was carried out on the perimeter of the open space at Westpark, Tallaght, as part of the 2005-2006 Arboricultural programme for the area.
The further removal of overgrown and damaged poplar trees and the planting of new replacement trees at Westpark, is planned for this year’s programme and will be carried out before the end of March 2007.
Dodder Valley Park
The establishment of a Slí na Sláinte route through the Dodder Valley Park is being considered in association with the Irish Heart Foundation. Proposals when available will be presented to the Tallaght Area Committee. In the meantime, plans are in progress for the establishment during 2007 of a Slí na Sláinte route through Tymon Park.
The request for additional litter bins at the entrance to Dodder ValleyPark from Old Bawn Road has been examined by the engineer in charge of the [South Dublin County Council] cleansing section. The engineer reports that it is not possible to service litter bins at this location due to traffic flows in the area and the absence of a facility to allow the servicing vehicle to pull in off the main road and away from the flow of traffic. Unfortunately it is not possible to install new litter bins at the location in question for this reason.
Regarding the removal of graffiti on the boundary walls of Dodder Valley Park, the Litter Warden has been requested to inspect the graffiti in question and to make contact with the Old Bawn Residents Association as requested regarding this matter. The Litter Warden will offer any advice and assistance possible to the Association.
Drainage problems in Raheen, Maplewood & Springfield
The Council proposes to carry out an investigation into the main foul drainage system within the Raheen/Maplewood/Springfield area as early as possible in 2007. This investigation will involve CCTV survey of the mains and inspection of manholes throughout the area to establish the existence of any faults within the network.
There are a number of problems on private combined drains in the area inrelation to broadstraps which have become faulty over time and are causing blockages and these are currently being dealt with by the Drainage Maintenance Section and the householders involved.

"Domestic violence can take many forms, some very subtle and some much more visible.
"You do not have to have a black eye or physical injuries to be experiencing domestic violence.
"Does somebody control your every move?
"Or will not allow you to have your own money, or work or study?
"Or threaten to take your children away or damage your property?
"Or threaten to harm himself if you leave?
"What we provide:
"With our 24 hour helpline we provide a listening non-judgemental ear.
"Our refuge provides short term crisis accommodation for you and your children if you need to get out of home.
"The refuge is staffed 24 hours a day so we are always here for you.
"We have professional Childcare workers in our refuge to help your children cope with the changes.
"We also have an Outreach service providing support and practical information if you can not come to the refuge.
"Safety Plan:
"If you are planning on leaving a violent partner here is a brief safety plan:
"Try to save some money to bring with you.

"Bring as much documentation as possible with you, birth certs, passports, social welfare card, child benefit book, etc.

South Dublin County Council given least money: Labour
According to Labour Party leader, Pat Rabbitte, T.D., South Dublin County Council is allocated the least amount of money per head of population by the Department of Environment, Heritage and Local Government.
According to the statement, issued on 2nd January by Mr. Rabbitte:
"Minister Roche recently announced the distribution of €868m from the Local Govt Fund to County Councils for 2007, but when you look at the spending per head of population South Dublin County Council comes bottom of the list.
"The average spend per head of population across the country is €205. However, the figure for South Dublin County Council, is just over half that at €106. Leitrim on the other hand, quite rightly, gets €536 per person.
"If any county is in need of greater investment, it is a county like South Dublin where growth rates have been so astronomical. Is it any wonder that there is such a scarcity of resources in areas like planning and enforcement; the provision of social and affordable housing; the provision of playgrounds; and the delivery of roads.
"I have long suspected South Dublin County Council has been getting the rough end the stick from Dick Roche’s Department. These figures are a clear indication that my suspicion was right. South Dublin County Council is simply not getting the money that it needs."
Figures released in the statement show the following allocations for 2007 [Click on image to enlarge]:
